The regulatory policy for the years 2028–2032 goes to public consultation by the end of November 2026 and the final document will be adopted by the Regulatory Board in 2027. Alongside that strategic document run a smaller amendment to the decree on quality standards and an already closed calculation of the gas commodity price for 2027 (ÚRSO; announcements in the News section of 22 July, 24 July, 31 July, 6 August and 20 August 2026, retrieved on 23 August 2026).
This text lines up the deadlines the regulator itself has published and the documents in which they will become visible. It is not an interpretation of the content of the coming policy, not a forecast of end prices, and it holds no estimate of the impact on a specific offtake: what is set out are dates and already published values, nothing beyond them.
The frame of the period: from September 2026 to 2027
The period observed begins at the end of summer 2026 and ends with the adoption of the strategic document in 2027. Within that span sit four steps the regulator has named with a date or at least with a month, and one already closed calculation that will feed into the price proceedings for the following year.
What they share is that each of them appears in a different type of document: the strategic document of the regulatory policy, a decree in the Collection of Laws, a price decision in a price proceeding and a statistical overview on the authority’s website. Where each step becomes visible therefore matters as much as when it falls; one document reveals nothing about the content of another.
By the end of November 2026: the policy goes to consultation
The authority stated on 20 August 2026 that it will submit the regulatory policy for 2028–2032 to public consultation by the end of November 2026. No more precise date appears in the announcement, so for planning purposes it is a window of almost three months from the publication of the announcement to the end of November 2026, and within that window not even the start of the comment period itself is fixed.
Where it will be visible: in the text submitted for public consultation. According to the earlier announcement of 6 August 2026, the document changes the system of price regulation in heat supply and brings it closer to the model used in the other network industries; the announcement of 20 August speaks of the year 2040 and of the target of cutting emissions by 90 %, on which the policy is to take a position.
From 22 July 2026: preliminary information on a decree
On the Slov-Lex portal a ten-day comment procedure on preliminary information PI/2026/173 opened on 22 July 2026. Its subject is a draft decree amending and supplementing decree no. 236/2016 Z. z. on the quality standards of transmission, distribution and supply of electricity as amended by decree no. 317/2024 Z. z.
Where it will be visible: in the Collection of Laws, if the draft reaches a final wording. Preliminary information is the earliest stage of preparing a regulation and 40 days separate it from the date of this material; the announcement of the authority gives the number and the subject, but not the proposed wording.
For 2027: the gas commodity price is already set
The authority announced on 31 July 2026 that the value of CE THE,t for 2027 is 33,272 €/MWh, which is 9,88 % lower year on year. The calculation rests on the average of daily prices of the product EEX THE NATURAL GAS FUTURES Cal-27 over the period from 1 October 2025 to 30 June 2026, that is over nine months.
The maximum price for gas supply to vulnerable customers consists of three items and all three are published: 33,272 €/MWh for the commodity, 3,33 €/MWh as the diagram coefficient and 3,00 €/MWh as reasonable profit, together 39,60 €/MWh. In 2026 it was 43,94 €/MWh and in 2025 it was 44,06 €/MWh; against 2025 that is a fall of 10,12 %.
Where it will be visible: in the price proceedings, in which the regulated prices for transport, distribution and storage of gas will still be added to the maximum commodity price. Separately, the announcement of 31 July gives the maximum price for trader services in gas supply for heat production for 2027 at 42,50 €/MWh.
In 2027: the Regulatory Board adopts the document
The last step within this span is the adoption of the final document by the Regulatory Board in 2027, so that it follows on from the start of the new regulatory period. Neither month nor day is published, only the year, and consultations with stakeholders have according to the authority been running since 2025.
Where it will be visible: in the adopted wording of the regulatory policy and subsequently in price regulation from 2028. Until then the existing framework stays in force, and supplier shares move within it — according to the overview of 24 July 2026, Energetika Slovensko held 60,1 % of electricity supply to households and Slovenský plynárenský priemysel 68,7 % of gas supply to households for 2025.
Conclusions
Four deadlines and one already closed figure. By the end of November 2026 the policy goes to consultation, in 2027 the Regulatory Board adopts it, from 22 July 2026 preliminary information on a decree is open, and for 2027 the commodity stands at 33,272 €/MWh with a maximum price of 39,60 €/MWh for vulnerable customers.
Every figure needs its denominator stated. The prices relate to gas supply to vulnerable customers in euro per MWh, the supplier shares relate to supply to households for 2025 and not to the whole market; neither of those figures says anything about the price for a non-household metering point.
What is not published. The exact date of submitting the policy, its proposed wording, the text of the preliminary information and the regulated prices for transport, distribution and storage of gas for 2027. Without them no end price can be assembled from the figures given.
An open question. If the system of price regulation in heat supply is to move closer to the model of the other network industries, which of the existing tariff components of heat will disappear after that change and which will survive under a different name — and will that be recognisable at all from the adopted wording before the first price proceeding for 2028?
